This is a Systems Reference Document for building (or running) GM-less games about powerful and/or competent characters getting into chaotic situations to solve problems... and cause even more chaos.
In a RiskTaker game, you don't roll to decide whether you succeed. Characters always succeed, and players can even explicitly choose how good they want the result of their action to be. However, once you've done that, you roll to see what unforeseen consequences your action has - and the greater your action's effect, the more can go wrong, and the more likely things are to go wrong.
